On August 19, 2026, A.G., a citizen of the Russian Federation and the Republic of Armenia, contacted our law firm after arriving in Armenia by air and being taken directly from the airport to a police station because he was wanted by the competent authorities of the Russian Federation on charges of committing an economic crime under Article 171.1, Part 4, Paragraph “a” of the Criminal Code of the Russian Federation. Although A.G. was subsequently allowed to leave the police station, a restriction was imposed on his right to cross the state border of the Republic of Armenia, including a prohibition on leaving Armenia.
After our firm’s attorney, Andranik Mnatsakanyan, undertook the representation of A.G.’s interests, the necessary procedural measures were taken to protect our client’s rights and interests. In particular, motions were submitted to the Prosecutor General’s Office of the Republic of Armenia and the Police of the Ministry of Internal Affairs of the Republic of Armenia, requesting the lifting of the border-crossing restriction imposed on A.G. in Armenia. These motions were substantiated by the arguments that A.G. could not be extradited to the competent authorities of the Russian Federation and that the criminal proceedings against him in Russia could not be transferred to the competent authorities of the Republic of Armenia. Under these circumstances, there was no legitimate purpose for imposing any restrictions on his right to cross the Armenian state border solely on the basis of his wanted status declared by the competent authorities of the Russian Federation.
In other words, the attorney presented compelling legal arguments demonstrating that the border-crossing restriction imposed on our client directly violated his right to freedom of movement guaranteed by Article 40 of the Constitution of the Republic of Armenia.
As a result, approximately 40 days after A.G. contacted our law firm, all border-crossing restrictions imposed on him in the Republic of Armenia were completely lifted (as confirmed by Letter No. 21.2/24575-26 of the Prosecutor General’s Office of the Republic of Armenia dated September 24, 2026, and Letter No. 15/4583 of the Main Department of Criminal Police of the Police of the Ministry of Internal Affairs of the Republic of Armenia dated October 1, 2026).
